Roy reintroduces bill to countering court actions against Israel

U.S. Rep. Chip Roy (RTX) and House Foreign Affairs Committee Chair Brian Mast (R-FL) announced the reintroduction of the “Illegitimate Court Counteraction Act” (H.R. 23) on Monday.

If enacted, the legislation would restore policies implemented by the Trump administration, which imposed sanctions on ICC officials targeting U.S. citizens or allies.

The Biden administration reversed those sanctions in 2021, a move Roy described as “weak, embarrassing, and wrong.”

The legislation, initially introduced Friday, Jan. 3, aims to protect Israeli officials and U.S. citizens from actions by the International Criminal Court (ICC).

The bill, included in the 119th House rules package, seeks to impose sanctions on ICC officials targeting the United States or its allies, particularly Israel.

A similar measure passed the House in the previous Congress with bipartisan support, including 42 Democrats.

Roy criticized the ICC as an “illegitimate body” undermining the sovereignty of the United States and its allies.

He referenced recent ICC efforts to investigate Israeli Prime Minister Benjamin Netanyahu following Israel’s response to the October 7 attacks by Hamas.
