Commissioners approve stipend adjustments, jail restoration

The Bandera County Commissioners’ Court approved multiple agenda items during its regular meeting on Feb. 13, including a revision to the stipend structure for Sheriff’s Deputies serving as School Resource Officers (SROs), the selection of a contractor for courthouse restoration and travel approval for an AgriLife Extension agent.

Sheriff ’s Office Stipend Adjustment Sheriff Joshua Teitge requested and received approval to revise the stipend structure for SROs, reallocating existing funds to reflect the training officers undergo.

“On top of the SRO’s TECOLE training, they do extensive training within the schools themselves and do a lot of state-mandated training as well,” said Teitge. “So, a lot of their responsibilities are very commensurate to a two-day stipend of some sort and you have the ability in the unused stipends to combine those and then give them to the SRO.”

Teitge said the department currently has three SROs, with a fourth expected to be hired soon.

He assured the Court that the revision would not increase the budget but rather shift existing funds.

Judge Richard Evans clarified the action before the court voted in favor, stating, “So we would unauthorize four stipends, take them off the books, make them unavailable, and we would add four. We’re taking $1,200 and reallocating.”

AgriLife Extension Agent to Attend Food Preservation Conference The Court also approved a request from Jessica Faubion of the Texas A&M AgriLife Extension Office to attend an out-ofstate conference at the University of Georgia’s National Center for Home Food Preservation.

Faubion explained that the center serves as a national resource for extension agents and provides training on food preservation techniques.

She noted that a scholarship would cover most of the expenses, but the county would contribute $2,000 from its out-of-state travel budget.

Courthouse Restoration Project Moves Forward Commissioners awarded a $1.2 million contract to AR6 Contractors of Spring Branch for the stabilization phase of the historic courthouse and jail restoration project.

Commissioner Jack Moseley told the Bulletin that previous bidders lacked the necessary qualifications for the job. .

Other Court Actions

• Liaison Assignments: The Court assigned each county commissioner to specific liaison roles.

• Precinct 1 Commissioner Troy Konvicka was assigned oversight of his precinct’s garbage collection station, the Bandera County Convention and Visitor’s Bureau, Mansfield Park, and Veteran’s Affairs— an assignment he specifically requested.

• Precinct 2 Commissioner Greg Grothues, who left the three-hour meeting early for an appointment, was tasked with his precinct’s garbage collection station, Medina Lake County Park, and the Lakehills Courthouse Annex.

• Precinct 3 Commissioner Jack Moseley was assigned to his precinct’s garbage collection station, Road & Bridge, the Bandera County Historical Commission, and the restoration of the old Jail & Courthouse.

• Precinct 4 Commissioner Jody Rutherford was given responsibility for his precinct’s garbage collection station, EMS, and the county recycling program, which is coordinated by the local nonprofit Don’t Make Waste Bandera.

• Overtime Pay Approved:

Road & Bridge employees will receive overtime pay for work performed during a January weather event.

• Property Replats: The Court approved replatting requests for several properties into single lots, including:

• Lakeshore Beach Subdivision Unit 3, Block E, Lots 63-73

• Lost Valley Shores Subdivision Section 5, Block 1, Lots 101 & 102

• Pebble Beach Subdivision Unit 1, Block 3, Lots 49 & 50

• Bandera Ranch Subdivision Unit 4, Block 4, Lots 4&5

• Scenic Harbour Estates Unit 3, Lots 68-72 (to establish Lot 68A)

• Avalon Ranch Subdivision A, Block 109, Lots 8-12 – A preliminary plan was approved, with a public hearing to be scheduled at a future meeting. The next regular meeting of the Commissioners Court is scheduled for Thursday, Feb. 27 at 10 a.m. at the Bandera County Courthouse.
