These signers, many of whom had fought in the recent struggle for independence against Great Britain, were a diverse cross-section of eighteenth- century American leadership. Seven of them had previously signed the Declaration of Independence, and thirty had served in active military duty.

Gouverneur Morris, supported by Benjamin Franklin, crafted the ambiguous closing endorsement to persuade dissenting voices and secure the unanimous consent of the states.
