As stated in last week’s letter, Camp OTX, situated on Commissioners Creek off FM 470, has received a Notice of Violation from Bandera County River Authority and Groundwater District (BCRAGD). This violation prompts a need for the public to weigh in again on these three issues: the waste of water by Camp OTX; the issuance by TCEQ of a permit that does not comply with local groundwater district drought management rules; and the failure of Camp OTX to abide by clearly stated conditions in both the water rights and the well permits they have obtained.
